Budget delivers $225.5m investment in local creativity

Creative ideas, skills development, major exhibitions and events and regional creative growth are the key themes for the creative industries in the 2019-20 Victorian Budget.

Handed down today, the Budget includes $225.5m over four years for initiatives that will benefit individual creative practitioners, small to medium organisations and businesses and flagship institutions.

Recognising Geelong’s position as Australia’s fastest growing regional city, Geelong Performing Arts Centre will receive $128m for the final stage of its redevelopment which will double its capacity, introducing three new theatre spaces, more dining options and state-of-the-art back of house facilities.

$14m over four years will support Victoria Live, a celebration of live music that will take place in Melbourne and regional Victoria.

National Gallery Victoria’s popular annual summer program will continue over the next three years with $47.7m allocated for this and other activities. This year’s summer blockbuster will celebrate artists Keith Haring and Jean-Michel Basquiat and 2020 will see the second NGV Triennial after the first, staged in 2017-18, attracted more than 1.2m people.

A $6.4 million package will continue to support a range of programs for independent artists and small organisations including the Music Works grants programs; creative research and development program, the Creators Fund, and programs supporting regional activity.

Annual design program, MPavilion, the Dance Massive festival and AsiaTOPA 2020, Arts Centre Melbourne’s major celebration of performing arts from across the Asia Pacific region, also receive support as part of this package.

$6.2m will support local screen industry opportunities via Film Victoria’s film and television investment programs, placements for emerging talent and support for Victorian-made digital games; while the new three-year, $3m Indian Cinema and Bollywood Investment Attraction Fund will further boost screen production in the state.

$5m will continue the Arts and Cultural Facilities Maintenance Fund, $7 million will go towards the State Library Victoria Vision 2020 project, Museums Victoria receives $4.5m to refresh and rejuvenate its exhibitions and ACMI receives $2.77m to support its operations during its renewal project.

$1m will support the creation of large-scale artworks across the state, following the success of game-changing projects such as the Wimmera Silo Art Trail, now a major tourism drawcard for the region.

The $225.5m figure is in addition to Creative Victoria’s core funding.

ACMI – Federation Square

$2.77 million to support ACMI’s operations during its renewal project. The project, which commences in mid-2019, will transform ACMI’s Federation Square site – its programs, exhibitions and visitor experience.

Creative State – Driving the Growth of the Victorian Creative Industries

$6.36 million for initiatives targeting the small to medium and independent creative sector, including the continuation of successful programs the Creators Fund and Music Works Grants, key events such as MPavilion, Dance Massive and AsiaTOPA, and initiatives that support regional creative activity and
touring.

Indian Cinema and Bollywood Attraction Fund

$3 million over three years to establish a dedicated Indian cinema and Bollywood Attraction Fund to attract Indian film projects to Victoria, improve links with Asia and provide opportunities for the local screen industry.

Silo Art and Large-Scale Murals

$1 million over four years to support the creation of silo art and large-scale art murals in metropolitan and regional Victoria. This will build on the success of projects like the Wimmera Silo Art Trail, which has generated significant tourism and business benefits for regional towns.

Sustaining the Successful NGV Exhibition Model

$47.7 million will be provided over three years to continue the National Gallery of Victoria’s successful summer program, which has attracted 9.5 million visitors since 2013 including growing numbers of tourists. This includes support for the second NGV Triennial of Contemporary Art and Design to be
staged in 2020/2021, as well as support for maintenance, collections management and other operating expenses.

Victoria Live

$14 million for a new winter music festival which will showcase Victoria’s live music scene and include a mix of free and ticketed events.

Victorian Screen Industry

$6.2 million to support local screen production, including film, television and games development.

Creative Victoria Cultural Facilities Management Fund

$5 million to maintain Victoria’s State-owned cultural venues and facilities and ensure their continuous and safe operation.

Building a World Class Geelong Performing Arts Centre

$128 million to deliver the third and most significant stage of the redevelopment of the Geelong Performing Arts Centre, following the completion of the current Ryrie Street stage. Completely transforming the existing Little Malop Street building, this project will add three new theatre spaces, an outdoor atrium, new dining options, and upgraded facilities – both front and back of house.

Exhibition and Experience Program Renewal – Museums Victoria

$4.5 million to support the renewal of exhibitions and programs at Melbourne Museum, the Immigration Museum and Scienceworks.

State Library Victoria Redevelopment

$7 million to address hazardous materials identified as part of the State Library Victoria redevelopment project.
